Compliance

What must a Rwandan employer deduct from every payslip?

5 statutory items, collected by 2 different bodies. PayrollMaster calculates each one on the same payslip.

Rwandan employers pay monthly. The RSSB pension contribution is in the middle of a phased increase — it doubled in 2025 and steps up again in January 2027 — so a payroll process that hardcodes the rate will be wrong within a year.

Rates last reviewed 2026-07-14 against Rwanda Revenue Authority and other official sources. Where a figure is widely misreported elsewhere, we say so above rather than leave you to find the contradiction yourself. Statutory rates change with every finance act — confirm current figures with a local practitioner before relying on them. PayrollMaster applies the current rates centrally, so your payroll run does not depend on this table being fresh.

Questions

Payroll in Rwanda: common questions

Is PayrollMaster compliant with the Rwanda Revenue Authority?

Yes. PayrollMaster calculates PAYE using RRA’s current graduated bands and files the monthly declaration. RSSB pension, maternity, occupational hazard and community health insurance contributions are calculated on the same payslip and remitted on the same schedule.

Has Rwanda’s pension contribution changed?

Yes, substantially. The RSSB pension contribution doubled in January 2025 and rises again in January 2027 under a phased schedule that runs to 2030. PayrollMaster applies the current step centrally, so employers are not re-deriving payroll formulas every January.

How much does payroll software cost in Rwanda?

PayrollMaster charges per employee per month, billed in Rwandan francs, with no setup fee. Statutory filing is included, so a growing Rwandan company can forecast payroll cost as a single per-head number.

Can PayrollMaster pay Rwandan employees in francs?

Yes. PayrollMaster calculates net pay in Rwandan francs and records each employee’s payment method — bank, mobile money, cash or cheque, with multiple accounts and salary splits — then tracks the status of every payment on the run. Payslips are generated and emailed in bulk, and no run is final without an authorised approval.
